Your questions answered

It sets legal timescales for social landlords in England to investigate and fix hazards in tenants’ homes. It is named after Awaab Ishak, who died aged two in 2020 after prolonged exposure to mould in his family’s home. Phase 1 started on 27 October 2025.

Registered providers of social housing in England, including housing associations and local authorities. It does not currently apply to private landlords. Contractors working for social landlords need to understand it too.

Yes, if they carry out repairs or inspections for social landlords. The landlord is responsible for meeting the timescales, so contractor teams need to spot hazards, report them quickly and keep clear records.

Emergency hazards must be investigated and made safe within 24 hours. Significant hazards must be investigated within 10 working days, with a written summary to the tenant within 3 working days and the home made safe within 5 working days of the investigation.

Phase 2 adds excess cold, excess heat, falls, fire and explosions, electrical hazards, domestic hygiene and pests, and structural collapse. Phase 3, expected in 2027, adds the remaining HHSRS hazards except overcrowding.

HHSRS is how the 29 hazards in homes are assessed under the Housing Act 2004. Awaab’s Law is bringing those hazards in phase by phase, so knowing HHSRS helps teams recognise what is covered and when.
